The update of the National Energy and Climate Plan (NECP 2026), adopted by the Council of Ministers, officially shifts the paradigm of the Polish energy transition from a purely climate-oriented policy to a strategic project of national security and profound economic modernization.

An expert at the Łukasiewicz Institute of Innovation and Technology (ITECH), Agata Urbaniak, Ph.D., Eng., She has just released an expert commentary: “FROM FUEL-BASED TO SYSTEM-BASED ENERGY. COMMENTS ON THE 2026 NATIONAL ENERGY AND CLIMATE PLAN” . The analysis of the document clearly indicates that we stand on the cusp of a fundamental reconstruction of the country’s economic architecture. The target of achieving a more than 50% share of renewable energy sources (RES) in electricity generation by 2030 ceases to be a mere political declaration and becomes a hard economic benchmark. The main catalyst for this process will be the rising costs of $CO_2$ emission allowances, driven by both the EU ETS and the upcoming ETS2.

In the published commentary, the Łukasiewicz – ITECH analyst emphasizes that the success of this unprecedented undertaking depends on the parallel fulfillment of several critical implementation conditions. Chief among these challenges are:

  • Grid infrastructure and large-scale energy storage: These constitute an absolute technical prerequisite for the integration and stabilization of rapidly expanding RES capacities within the national power system.
  • New regulatory frameworks for decarbonization: There is an urgent need to establish a transparent and stable legal environment for the development of the biomethane and hydrogen sectors, both of which are critical to stabilizing the Polish energy mix.
  • Energy Transition Governance: The success of the NECP 2026 (National Energy and Climate Plan) will be decided at the operational level, through the efficient coordination of legislative, financial, and institutional processes.
