Developing conclusions and recommendations for education and higher learning based on project results
“Competences crucial in future development of Polish technology and additional sources”
Implementation period: 1 November–31 December 2024
The main objective is to arrive at conclusions and develop recommendations for improving education and higher learning.
Activity (1) – Analysis of the conclusions found from implementing tasks 1 – 4 in the project “Skills of the future crucial for the development of technology in Poland”.
The analysis will comprise of all the results of activities implemented in performance of tasks 1-4, meaning (1) diagnosis of the factual state of affairs as it concerns future skills, (2) pilot program building future skills steered at select groups, (3) formulation of recommendations for the development of future skills in the coming years, and (4) ongoing support for initiatives aimed at promoting the development of future skills.
Emphasis will be placed on understanding future skills by interviewing representatives of the education system and hearing their assessment of the situation. The assessment of the need for evaluation tools will be made, which will allow monitoring of the development of future skills among students, and enable initiatives that support teachers. On this basis, there will be enumerated potential barriers, and guidelines will be prepared aimed at embedding future skills in the formal education system. Based on the analysis of the pilot program on promoting such skills, recommendations on the implementation of programs aimed at developing future skills will be made. Thanks to this analysis, support for existing initiatives will have developed additional guidelines for the consolidation and dissemination of knowledge around activities that support the development of future skills, and of preparing Polish society for incoming technological changes. This activity will have developed recommendations and guidelines clarifying the context of new public policy and initiatives on the development of future skills, published or initiated upon the project’s conclusion.
Activity (2) – Analysis of the strategic development of future skills of chosen European countries along with the development of a catalogue of good practices, useful from the point of view of Polish needs in this area
To make use of future possibilities, states must build their education system, outfitting citizens with the right skills and ensure the possibility for their full participation in the economy and society. This is why the European program will have the aim of raising qualifications (developing further existing skills) and prequalification (schooling of new skills). The European Commission accounting 2023 the year of skills stood with the assumption that the development of qualifications, upon which there exists demand, will contribute to sustainable growth, leading to greater innovativeness and improved competitiveness of firms. There exists increasing awareness the role skills play in the economy and sustainable growth, which is why increasingly more states, including those outside the European Union, are creating their own strategies which consider future challenges.
The analysis will cover select European states, which undertook strategies for the development of future skills. Among them are both countries with a higher GDP and those closer to that of Poland’s. The choice also considers regional diversity and countries in the so-called “new EU”. On the list of proposals is Ireland, Great Britain, Latvia, Bulgaria, Finland, and Estonia. Based on this analysis, there will be developed a guide describing good practices that strengthen future skills, as deemed relevant from the perspective of Poland’s strategic planning.
Activity (3) – developing recommendations along with indicating key areas for intervention
The final stage will be identifying conclusions arising from the tasks of the project “future skills crucial for the development of technology in Poland” and developing recommendations steering the development of future skills in Polish society. An important part of this work will be showing the key areas of interest for education and higher learning institutions. It will consider the potential synergy of the policy and initiatives performed through other ministries and state agencies. Indicated will be the priorities considered important from the point of view of implementing future skills into the formal education system at the higher levels, aimed at equalising the differences in competence, and preparing society for the challenges of the future.
