Łukasiewicz – ITECH continues to expand its efforts aimed at fostering international cooperation and strengthening the presence of Polish science and technology in global markets. To support the development of the Asia Programme, launched in August 2026, we have invited Adam Burakowski, PhD, DSc, Professor of the Institute of Political Studies, Polish Academy of Sciences, a researcher, diplomat, expert in international relations, and former Ambassador of the Republic of Poland to India, to join us as a Non-Resident Fellow.
The Asia Programme of Łukasiewicz – ITECH is designed to foster cooperation with scientific, technological, industrial, and institutional partners across Asia. Given the region’s growing importance to the global economy and the development of emerging technologies, the Institute is building the expertise and capabilities needed to effectively identify opportunities for collaboration and support Polish organizations in establishing strategic international partnerships. As a Non-Resident Fellow, Prof. Adam Burakowski, will contribute his expertise and extensive professional network to strengthening research and development cooperation with India and other countries across the region.
Academic Expertise and Diplomatic Experience
Prof. Adam Burakowski is affiliated with the Institute of Political Studies of the Polish Academy of Sciences (ISP PAN), where he conducts research in the field of international politics. His academic achievements include numerous publications on Central and Eastern Europe, international relations, and Asia. He also collaborates with the Centre for International Relations.
India holds a special place in his research interests. He is co-author of the book India: From Colony to Powerhouse, which offers a comprehensive overview of the country’s history and transformation from the mid-nineteenth century to the present day. His latest book, The Third Power of the World? Will India Become a Global Superpower?, will be released on 9 October 2026.
He has further expanded his expertise through collaboration with renowned academic institutions, including the Centre for European Studies at Jawaharlal Nehru University in New Delhi, Babeș-Bolyai University, the West University of Timișoara (Universitatea de Vest), and Masaryk University.
Experience gained in India
Over the period 2017-2023, Prof. Adam Burakowski served as Poland’s Ambassador to India. In this role, he was actively involved in advancing Polish-Indian cooperation across political, economic, scientific, and technological fields, while also fostering closer ties among academic institutions, businesses, and public sector organizations.
His extensive experience in one of the world’s fastest-growing regions has provided him with a deep understanding of the opportunities, challenges, and dynamics shaping Asian markets. Upon concluding his mission in India, he assumed the role of Ambassador of the Republic of Poland to the Republic of South Africa.
Experience in managing international cooperation
Before starting his diplomatic career, Prof. Adam Burakowski spent many years developing international projects at Polish Radio. He served as Deputy Director of Polish Radio for Foreign Broadcasting, managed a number of European projects, and later headed the International Cooperation Office of Polish Radio. In these roles, he was responsible for building international partnerships and representing the institution within European organizations and networks, gaining extensive experience in developing and coordinating international cooperation initiatives.
Strengthening the expertise of Łukasiewicz – ITECH
The appointment of Prof. Adam Burakowski, PhD, DSc (Habil.) as a Non-Resident Fellow represents an important milestone in the development of the Łukasiewicz – ITECH Asia Programme. Drawing on his extensive academic, policy, and diplomatic experience, he will support the Institute in identifying new opportunities for cooperation, building strategic networks, and deepening engagement with partners across Asia, particularly in India.
