In the European security debate, attention is increasingly focused not only on the scale of defence spending, but also on whether existing regulations and procedures allow these resources to be translated quickly enough into tangible industrial and defence capabilities. Simplifying the regulatory framework can accelerate investment and decision-making processes, but it cannot substitute for adequate funding, coordination or industrial capacity.
So far, as part of its efforts to strengthen competitiveness through deregulation, the European Commission has presented four Omnibus packages, including one on defence readiness in 2025. But is the same approach equally suited to strengthening Europe’s deterrence capabilities? And what results has it delivered so far?
Marta Krawczyk and Chiara Rinaldi from the POLITICO Research & Analysis Division will address these questions during the Łukasiewicz – ITECH Annual Conference “Security for Prosperity”, taking place on 14 October 2026 at the National Library in Warsaw.
