Members of the Cluster Council

The General Assembly of the members of the Polish Basalt Technologies Cluster was held in Warsaw on 20 November 2024.

The following members were elected to the Cluster Council:

Mirosław Makarewicz

Deputy Director of the Finance and Operations Department at Łukasiewicz – Institute of New Chemical Syntheses. He holds a Master’s degree in Economics, specialising in Finance and Accounting, and has completed postgraduate studies in Internal Control and Audit as well as an MBA programme in Management at Lublin University of Technology.
He has 14 years of experience in internal auditing in the public finance sector, including local government institutions, as well as more than 12 years of experience in the Ministry of National Defence. He served as a professional soldier for 18 years, including three years at a military school. Between 1990 and 2004, he held technical, command, administrative and operational positions. He also served on international military missions, including in Syria, Israel and Lebanon.
He has experience in managing healthcare institutions. From 12 August 2021 to 28 June 2023, he served as Director of the Independent Public Healthcare Institution in Lubartów.
In his private life, he is a husband and father. His interests include music, sport and aviation.

Bogdan Kępka

He serves as President of the Management Board of Ekoinnmar sp. z o.o. and Instytut Zdrowego Życia sp. z o.o. Since 2003, he has been involved in cluster development in Poland. He has participated in numerous training and advisory projects focused on establishing clusters, strategic planning and the operational management of Polish cluster organisations. He has also contributed to cluster benchmarking projects.
Since 2012, he has specialised in advisory services related to the development and implementation of innovative projects for companies across a wide range of sectors. His areas of interest also include R&D projects carried out through business–science partnerships, particularly projects involving eco-innovation, recycling, industrial waste management within the circular economy, as well as Green Deal and agri-sector initiatives.
Bogdan Kępka specialises in projects involving product, organisational, marketing and social innovation, as well as eco-innovation. He is particularly interested in environmental protection, cooperation and partnership-building, and the development and implementation of business models in these areas. He is the co-author of numerous publications on clusters and eco-innovation. He continues to develop his expertise through practical experience and continuous professional development. Currently, his work focuses primarily on the commercialisation of innovative solutions.

MSc Eng. Arkadiusz Kowalewski

He graduated from the University of Zielona Góra with a degree in Electrical Engineering, Computer Science and Telecommunications, as well as from the University of Applied Sciences in Giessen-Friedberg, Germany, where he studied Electrical Engineering. He also completed the MBA Business Trends programme at WSB Merito University in Wrocław and postgraduate studies in Real Estate Valuation at Szczecin University of Technology, Real Estate Brokerage at the Western School of Commerce and International Finance in Zielona Góra, European Studies and European Integration at Adam Mickiewicz University in Poznań, and the Mechanisms of the Euro Area at the University of Zielona Góra.
From 2003 to 2010, he worked as a Senior Marketing Manager at the Kostrzyn-Słubice Special Economic Zone S.A. From 2012 to 2017, he served as Economic Adviser to the Mayor of Zielona Góra, and from 2018 to 2020 as Deputy Director of the Department of Entrepreneurship and Municipal Economy at the Zielona Góra City Hall.
Since 2010, he has served as President of the Management Board of the Lubuskie Industrial and Technology Park in Zielona Góra. Since 2021, he has also been an Adviser to the Management Board of Ekoenergetyka-Polska, a global leader in the production of charging infrastructure for electric vehicles. Since 2022, he has additionally served as a Member of the Management Board of the Polish Chamber of Electromobility Development, an organisation supporting the development of the electromobility market in Europe.
He is a former member of the Lubuskie Innovation Council operating under the Marshal of the Lubuskie Voivodeship and of the District Labour Market Council at the District Labour Office in Zielona Góra. He is also a member of the Advisory Team for Information and Electromobility Development at the newly established Sectoral Skills Centre at the “Elektryk” Centre for Vocational and Continuing Education in Nowa Sól.
He is married, has two children, and lives permanently in Zielona Góra.

Artur Kwaśniewski, PhD

A business and technology expert, he holds a PhD in Economics from Kozminski University (Department of Banking, Insurance and Risk) and a Master’s degree in Mathematics from the University of Warsaw. He graduated with distinction from an international MBA programme and completed postgraduate studies in agribusiness management and business psychology for managers, as well as the Microeconomics of Competitiveness programme developed by Harvard Business School.
He has also passed the examination formerly required by the Ministry of State Treasury for candidates serving on supervisory and management boards of state-owned companies.
He currently serves as Head of the Business Analysis Department at the Business Development Centre of the Łukasiewicz Research Network – Institute of Innovation and Technology. He is responsible for the effective commercialisation of knowledge-based products and services and for the development of the business ecosystem.
Dr Artur Kwaśniewski has held key managerial and expert positions involving team management, innovation, technology and finance, including at Orange S.A. and the Industrial Development Agency S.A. He has participated in numerous specialist training courses and executive development programmes organised by leading consulting firms, as well as working and study visits to innovative companies abroad.
He has also worked as a consultant and co-owned consulting companies. His practical experience includes investment preparation, commercialisation and implementation of innovations, as well as the management of strategic programmes and complex, high-budget projects, including projects carried out in an international environment.

Arkadiusz Szpakowski

Director of the Legnica Branch of the Łukasiewicz Research Network – Institute of Non-Ferrous Metals, actively involved in the implementation and advancement of circular economy policies.
He is a Member of the Management Board of the Waste Management and Recycling Cluster, which holds the status of a National Key Cluster.
He is also a member of groups and organisations working in the fields of the circular economy and sustainable development, including the KIS-7 Working Group: Circular Economy – Water, Mineral Resources and Waste at the Ministry of Development, Labour and Technology. He also leads a task force responsible for preparing recommendations for amendments to the Public Procurement Law.

Jacek Brzoza

An experienced professional with a strong background in sales, analytics and customer relationship management. With 20 years of experience, he has an in-depth understanding of the dynamics of the financial, education and IT sectors.
His expertise lies in using analytical insights to drive business growth and optimise solutions. With extensive experience in negotiations, sales strategy development and project management, he has a proven track record of successfully achieving sales targets.
He is a graduate of the Faculty of Management at Rzeszów University of Technology and currently serves as Sales Director at Sorigo.
In both life and business, he follows a win-win approach. Privately, he is a proud father of two teenagers.
