How to make better use of housing resources? Our expert summarizes the results of the “Accessible Housing” project

On November 25, the ZODIAK Architecture Pavilion in Warsaw hosted a lecture entitled. “How to make better use of housing resources?”, presenting the results of the research project “Accessible housing” carried out at our institute.
The speaker was Krzysztof Nędzyński, researcher and project manager.

During the meeting, Krzysztof Nędzynski pointed out that the Polish rental market includes about 1.8 million tenants and 1.1 million landlords. As he pointed out, it is a market burdened by a high level of conflict. Among the most important reasons, he mentioned:

  • The lengthiness of court proceedings,

  • Lack of replacement housing in municipal resources,

  • legal uncertainty on both sides of the rental relationship.

The effect of these barriers is that many empty apartments do not reach the market, raising rental prices and limiting housing availability, especially in large cities.

In response to these challenges, Krzysztof Nędzynski pointed out the need to create a specialized housing court to resolve disputes between tenants and landlords more quickly and efficiently.

As he pointed out: ” The introduction of a property value tax as a source of funding for municipal housing policy should also be considered. A very long vacatio legis, shield mechanisms for seniors with low incomes and a reduction in other taxes are key conditions for the introduction of a cadastral tax. With a comprehensive reform that increases security for both parties to the rental relationship, empty apartments will go on the market and increase housing availability.”
