In this article, the main research problem is the lack of synergy within the post-transformation variant of the regime of knowledge (regime of knowledge), which particularly negatively affects two pro-development public policies: science policy and pro-innovation policy. The argumentation centers around the thesis that the reasons for the aforementioned lack of synergy are rooted in the lability of the economic-political development pattern, which is in fact a reflection of the vagaries nested deeper – in the political and administrative culture, and the root cause of this state of affairs is the prevalence of patron-client relationships justified by binding behavioral patterns.
