Analysis of trends and multifaceted assessment of the technology sectors instrumental for economic development

in the context of workforce development needs.

Implementation period: 22 September–31 December 2024

The primary purpose for the implementation of this task is to determine and assess the technology sectors crucial for economic and workforce development.

1️⃣ Analysis of the needs of state based on strategic documents, consultations with public administration and experts. Identification of macro areas;
2️⃣ Analysis of technological trends in macro areas, depending on the systemic monitoring and research of the most recent achievements within the discipline of science and technology;
3️⃣ Consultation with industry experts. Indicating key technology areas;
4️⃣ Preparation of technology analysis for each area;
5️⃣ Preparation of societal analysis for each area;
6️⃣ Preparation of legal-economic analysis for each area;
7️⃣ Preparation of report with training recommendations for staff in selected areas.

Activity (1) – Diagnosis of macro-areas and trends
This activity handles detailed analysis of the needs of state, which are dependent on the review of strategic documents and consultations with public administration and experts within given disciplines. The objective of this activity is the identification of macro-areas where the economy and technology can develop in response to changing economic and social needs. Next, within the framework of this activity, an in-depth analysis will be made on technology trends, which performs the systemic monitoring of the most recent achievements in science and technology. To this end, an overview of scientific literature, industry reports, patent analyses, and data derived from technology and economic databases, will be used. Such an approach allows for understanding the direction in which the development of technology will take, as well as the identification of innovations, which can bear a key role in the economy’s future.
Within the framework of this activity, an analysis of macro trends will be conducted, such as in digital, automation, sustainable development and the aging population, which play an important role in shaping future markets and technologies. Social trends will also be analysed, such as lifestyle changes, consumer preferences, and the expectations of employers, which may generate new technology needs.

Activity (2) – Expert analysis and identification of key technology areas
This activity focuses on conducting consultations with various experts, including scientists, engineers, market analysts, and industry representatives. Such consultations are conducted taking form of workshops, discussion panels, and interviews, which then makes possible the collection of versatile opinions on the potential of new technologies. The data collected will be analysed and processed as a report, which indicate the key technology areas alongside which there will be recommendations concerning further development. Thanks to this activity, it is made possible the identification of technology with the greatest potential for innovation, which may contribute to economic growth and the improvement upon the living standards of citizens.

Activity (3) – Technological, social and legal-economic analysis for the identification of areas

This activity focuses on working out assessment criteriums for technology, which highlights various indicators. These technology indicators assessing innovativeness, maturity, market potential, and the cost of implementation are analysed in context of their influence on the labour market, development of competence, inclusiveness of the public, and their environmental friendliness. Prepared analyses of technology, society, and legal-economic for each of these areas allows for a complex assessment of the potential technology, which is crucial for decision-making in investments, and for planning strategic development. Within this framework, analysis is also performed, which allows for defining the needs for new capabilities and qualifications resultant from the development of new technologies. This analysis also covers specialised competences, linked to a given technology, as well as soft competences, such as creativity, capability for teamwork, and adaptability to change. Furthermore, within this framework, there will be conducted an analysis upon the legal-economic barriers, which allows for the identification of the rules and regulations, which can hinder or support the implementation of new technologies. The results of this analysis are next made use of for procuring recommendations concerning legislative changes or support instruments, which can contribute to accelerating the commercialisation process of technology.

Activity (4) – Preparing conclusions, recommendations and report from the task
This activity represents the expansion of the previous analyses. Within the framework of this activity, by the procurement of a holistic analysis of key technologies, whereby the needs are identified around staff training and development, which correspond to the chosen technology areas. This process begins at the analysis of the gaps in skills, which define the current and future needs of the labour market. On this basis, we prepare conclusions and recommendations, enabling the creation and implementation of a training program featuring courses and workshops adjusted to the changing needs of the labour market. The results of the analysis and recommendations will be combined into a report summarising the objective, which will make a significant contribution to the development of the country’s scientific and innovation policy.
Within the framework of this activity, we also analyse the possibilities of international collaboration, which allows for the identification of possible exchange of expertise. The results from this analysis are next made use of for procuring recommendations for the fostering of strategic partnerships with foreign science and technology centres.
The report in summarising the task makes for a complete source of information for decisionmakers, scientists, entrepreneurs, which may be used for shaping science and innovation policy, as well as undertaking strategic investment decisions in business.
