New Head of the Security and Defense Innovation Center at Łukasiewicz ITECH – Welcome Maciej Gruszczyński, PhD Sc. Eng.

We are pleased to announce that Maciej Gruszczyński, PhD Sc. Eng., joined Łukasiewicz – ITECH on 1 July 2026 as Area Lead and Head of the Centre for Security and Defence Innovation.

Maciej Gruszczyński, PhD Sc. Eng. He specialises in the deployment of emerging technologies of strategic importance to national security, with a particular focus on satellite data and services, as well as time synchronisation systems. His expertise includes the strategic dimensions of national security and the impact of new technologies on critical infrastructure resilience, technological sovereignty, and the development of national security and defence capabilities.

He holds a PhD in Engineering in geodesy and cartography, specialising in satellite geodesy and navigation. He has more than ten years of experience in research, development and implementation projects carried out in cooperation with public authorities, academic institutions and industry partners.

He spent more than eight years at Poland’s Central Office of Measures, most recently serving as Head of the Laboratory for Emerging Time and Length Technologies. His work covered satellite geodesy, satellite navigation systems, Earth observation technologies, and the development of reliable and resilient time synchronisation services. These systems are essential to the functioning of the modern digital economy, the continuity of critical infrastructure, and the strengthening of national cybersecurity.

Maciej Gruszczyński is the co-author of feasibility studies and functional specifications for systems that use satellite data and emerging technologies to support critical infrastructure. These include two strategic infrastructure projects with a combined value of nearly PLN 30 million. He also coordinated the Central Office of Measures’ involvement in international research and development projects focused on time synchronisation. In addition, he serves as an expert to the Space and Satellite Research Committee of the Polish Academy of Sciences.

At Łukasiewicz – ITECH, Maciej Gruszczyński, PhD, Sc. Eng., will lead the research and analytical work of the Centre for Security and Defence Innovation. His main areas of focus will include national technological security, dual-use technologies, the space sector, cybersecurity, technology foresight, and the use of emerging technologies to strengthen national resilience and defence capabilities.

A key aspect of his work will be bringing together technological, strategic and public security perspectives. This reflects the interdisciplinary nature of Łukasiewicz – ITECH and its role as a source of expert knowledge for government, academia and industry.
