As announced by Minister of Energy Mi\u0142osz Motyka<\/a>, the Council of Ministers has adopted the updated Polish Nuclear Power Programme (PPEJ), bringing to a close an important stage of work on the strategic documents setting the direction for the development of Poland\u2019s nuclear sector. The adopted document retains the objective of constructing two nuclear power plants with a combined capacity of up to 9 GWe. It also sets out the timelines for the first and second projects and places greater emphasis on the development of domestic industry, workforce capacity, infrastructure and the nuclear regulatory system. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t In this context, it is worth revisiting the commentary \u201cFrom an Investment Programme to Building a Nuclear Sector\u201d, prepared by the team at the Energy Transition Research Center of \u0141ukasiewicz \u2013 ITECH, Agat\u0119 Urbaniak, PhD Sc. Eng. <\/a> and Maciej Skuza<\/a>. The commentary was published on 24 July 2026, when the update to the Polish Nuclear Power Programme was still at the draft stage.<\/p> In the commentary, we argued that the significance of the PPEJ update extends far beyond the timetable and technical parameters for the construction of Poland\u2019s first nuclear power plants. The updated PPEJ defines nuclear energy as a strategic sector of the economy, the development of which requires parallel efforts to build a domestic supply chain, strengthen technical and industrial capabilities, educate and train the workforce, develop research and scientific infrastructure, and establish a stable financing model. <\/p> In line with the key arguments set out in the commentary, the success of the programme will depend not only on the timely completion of successive stages of construction, but also on the extent to which nuclear investments translate into the development of Polish industry, science and the wider economy, as well as into the creation of lasting national and economic capabilities.<\/p> The updated PPEJ brings the assumptions underlying the construction of Poland\u2019s first nuclear power plant in Pomerania closer to current realities. Nevertheless, the programme as a whole remains an exceptionally ambitious undertaking, whose success will depend on effective multi-level governance, discipline, strong institutional capacity on the part of the state, and a high degree of mobilisation among all stakeholders involved in its implementation. The adoption of the PPEJ brings another stage of planning to a close. The key challenge now will be to translate the programme\u2019s provisions into lasting implementation, technological and institutional capabilities within the Polish economy. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
The stakes are considerable, as the programme will have a major bearing on Poland\u2019s energy security and on its ability to ensure reliable, low-carbon and affordable energy supplies for the Polish economy at least until the end of the 21st century. <\/p>
