As a co-host of the EU Security Initiative, \u0141ukasiewicz \u2013 ITECH is providing a platform for expert debate on the most pressing challenges facing European security and defence following the NATO Summit in Ankara.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Yesterday, a working breakfast discussion on the conclusions of the recent NATO<\/strong> Summit in Ankara<\/strong> took place at the Permanent Representation of the Republic of Poland<\/strong> to the European Union<\/strong>. The meeting was attended by a large group of EU Member State ambassadors serving on the European Union\u2019s Political and Security Committee (PSC)<\/strong>. The PSC is a key body responsible for monitoring the international situation and helping to shape the EU\u2019s foreign and defence policy. It also exercises political control and strategic direction over the EU\u2019s crisis-management operations and military missions. <\/p>

The discussion brought together Maciej Stadejek<\/strong>, Director for Security and Defence Policy at the European External Action Service; Benedetta Berti, PhD;<\/strong> Secretary General of the NATO Parliamentary Assembly; Torsten Ites<\/strong> of the EU Military Staff; Ambassador Micha\u0142 Mazur<\/strong>, Poland\u2019s representative to the PSC; and Micha\u0142 Matlak, PhD<\/strong>; Director of \u0141ukasiewicz \u2013 ITECH, as well as prof. Monika Sus <\/strong> from the European University Institute in Florence. The discussion was moderated by Marek \u015awierczy\u0144ski<\/strong>, Head of Security and International Affairs at Polityka Insight. <\/p>

The discussion centred on strengthening Europe\u2019s deterrence capabilities<\/strong> and the current state of transatlantic relations<\/strong>. A key foundation of effective deterrence is closer coordination between NATO and the European Union, as well as among Member States, including in the area of so-called strategic enablers <\/em>\u2014 capabilities that are critical to the conduct of operations, such as strategic transport, air-to-air refuelling and reconnaissance. <\/p>

It was emphasised that the two organisations must avoid two pitfalls: duplicating efforts and structures<\/strong> on the one hand, and becoming disconnected<\/strong> from one another on the other, with parallel initiatives no longer communicating or coordinating effectively.<\/p>

Considerable attention was also devoted to the role of the defence industry<\/strong> and to communicating the rationale behind rising defence expenditure<\/strong>. Participants highlighted the need for the military to set clear performance targets<\/strong> for manufacturers and governments, ideally in the form of a specific \u201cshopping list\u201d that would provide greater predictability for future purchases<\/strong> and establish measurable benchmarks<\/strong>. <\/p>

In this context, participants also discussed the need to reduce fragmentation in Europe\u2019s military equipment landscape<\/strong>, the pace of implementation of flagship projects<\/strong> developed under PESCO<\/strong>, and the EU\u2019s deepening defence<\/strong> cooperation with Canada<\/strong>.<\/p>

The discussion strongly underscored the view that, when it comes to interoperability<\/strong> and military mobility<\/strong> across Europe, the European Union<\/strong> has an even greater role to play than NATO<\/strong>. It is the EU\u2019s regulatory<\/strong>, infrastructure and financial instruments that ultimately determine how quickly allied forces can be moved in a crisis. <\/p>

Participants also referred to the instruments introduced under the EU Preparedness Strategy<\/strong> and its first tangible results, emphasising that meeting today\u2019s challenges requires the capacity to mobilise<\/strong> both military<\/strong> and civilian<\/strong> resources with exceptional speed.<\/p>

That was the second event in the series held under the banner of the EU Security Initiative<\/strong>, co-hosted by \u0141ukasiewicz \u2013 ITECH<\/strong> and the European University Institute in Florence<\/strong>. In December last year, we used the same format to discuss the effectiveness of Ukraine\u2019s military innovation cycle. <\/p>
