The meeting had an expert character and was an opportunity to exchange views on the future shape of Horizon Europe and the conditions for increasing Poland&#8217;s participation in European research and innovation programs. The conclusions of the discussion are an important voice in the debate on the effective use of EU funds for research and innovation.   <\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-c92dc9a elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"c92dc9a\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-727a786\" data-id=\"727a786\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-5d023bd elementor-widget elementor-widget-text-editor\" data-id=\"5d023bd\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"ewa-rteLine\">Our guest was Dr. <a href=\"https:\/\/www.linkedin.com\/in\/marcin-wro%C5%84ski-a181b2276\/\">Marcin Wronski<\/a>, newly appointed member of the Fiscal Council and former chief economist of the Lukasiewicz Center, who presented an analysis titled &#8220;The Fiscal Council. &#8220;Horizon Europe 2.0. Analysis and Recommendations,&#8221; prepared as an expert contribution to the negotiation of the new perspective of the EU framework program.<\/div><div class=\"ewa-rteLine\">According to current assumptions, the budget of Horizon Europe 2.0 is to be significantly increased &#8211; even by more than 80% compared to the current perspective. diagnosis<\/strong><\/h3>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-3c3438e elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"3c3438e\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-6d5feed\" data-id=\"6d5feed\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7ac7ed7 elementor-widget elementor-widget-text-editor\" data-id=\"7ac7ed7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"ewa-rteLine\">The data presented shows that:<\/div><ul><li class=\"ewa-rteLine\">Poland is currently raising about 1.54% of Horizon Europe funding; <\/li><li class=\"fontSizeMedium\" data-list-item-id=\"e7ca48ccea2973ed04551f4544619c32c\"><span class=\"fontSizeMedium\">In relation to our share of EU GDP, we are at the bottom of the ranking of beneficiaries;<\/span><\/li><li class=\"fontSizeMedium\" data-list-item-id=\"ed27f37f7e6439efbfb5bdbdf802bfe33\"><span class=\"fontSizeMedium\">Of one euro paid by Poland into the program&#8217;s budget, only 63 cents return to the country.<\/span><\/li><\/ul><p>This indicates that there is significant innovation potential that is not being fully exploited under the current program mechanisms.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t<div class=\"elementor-element elementor-element-5aff715 e-flex e-con-boxed e-con e-parent\" data-id=\"5aff715\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-3d12c34 elementor-widget elementor-widget-text-editor\" data-id=\"3d12c34\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3><strong>Recommendations discussed at the meeting<\/strong><\/h3>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-19855ec elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"19855ec\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-d793563\" data-id=\"d793563\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-9737ccb elementor-widget elementor-widget-text-editor\" data-id=\"9737ccb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"ewa-rteLine\">In the presentation and discussion, Dr. Vronsky identified and elaborated on several directions relevant to Poland in the context of science and innovation funding from the program:<\/div><div> <\/div><ul><li class=\"ewa-rteLine\">Keeping Horizon Europe&#8217;s budget as large as possible;<\/li><li class=\"ewa-rteLine\">Protecting and strengthening Widening mechanisms to level the playing field for countries with lower levels of participation in the program;<\/li><li class=\"ewa-rteLine\">Active involvement in the work on the European Competitiveness Fund, including simplification and unification of application rules;<\/li><li class=\"ewa-rteLine\">Submission of research and innovation topics relevant to Poland&#8217;s perspective, including in the areas of defense and dual-use technologies, energy transition, digitization and health care. <\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-2a0ef7d elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"2a0ef7d\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-4dd4862\" data-id=\"4dd4862\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-70d37b4 elementor-widget elementor-widget-text-editor\" data-id=\"70d37b4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3><strong>The voice of practitioners &#8211; a business perspective<\/strong><\/h3>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-cf51c1b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"cf51c1b\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-851c35d\" data-id=\"851c35d\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-3427d22 elementor-widget elementor-widget-text-editor\" data-id=\"3427d22\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"ewa-rteLine\">An important addition to the presentation was a discussion with a representative of the private sector. <a href=\"https:\/\/www.linkedin.com\/in\/adam-dawidziuk-7bulls\/?originalSubdomain=pl\">Adam Dawidziuk<\/a> (7bulls.com) also joined the conversation, drawing attention to the effects of current systemic solutions on technology companies, particularly in the context of regulatory barriers, administrative costs and processes for commercialization of research and R&amp;D results. <\/div><div> <\/div><div class=\"ewa-rteLine\">Adam Dawidziuk stressed that without a better match between public instruments and the realities of technology companies, research potential will not be effectively translated into market implementations.<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t<div class=\"elementor-element elementor-element-8ce137d e-flex e-con-boxed e-con e-parent\" data-id=\"8ce137d\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-91bc0fa elementor-widget elementor-widget-text-editor\" data-id=\"91bc0fa\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"ewa-rteLine\"><div class=\"ewa-rteLine\">The new Horizon Europe 2.0 perspective is not only more funding, but also a negotiating window in which it is possible to realistically strengthen Poland&#8217;s position in the European innovation system.
