On November 25, the ZODIAK Architecture Pavilion in Warsaw hosted a lecture entitled. “How to make better use of housing resources?”, presenting the results of the research project “Accessible housing” carried out at our institute.<\/strong>
The speaker was Krzysztof N\u0119dzy\u0144ski, researcher and project manager.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

During the meeting, Krzysztof N\u0119dzynski pointed out that the Polish rental market includes about 1.8 million tenants<\/strong> and 1.1 million landlords<\/strong>. As he pointed out, it is a market burdened by a high level of conflict. Among the most important reasons, he mentioned: <\/p>

  • The lengthiness of court proceedings,<\/p><\/li>

  • Lack of replacement housing in municipal resources,<\/p><\/li>

  • legal uncertainty on both sides of the rental relationship.<\/p><\/li><\/ul>

    The effect of these barriers is that many empty apartments do not reach the market, raising rental prices and limiting housing availability, especially in large cities.<\/p>

    In response to these challenges, Krzysztof N\u0119dzynski pointed out the need to create a specialized housing court<\/strong> to resolve disputes between tenants and landlords more quickly and efficiently.<\/p>

    As he pointed out: ” The introduction of a property value tax as a source of funding for municipal housing policy should also be considered. A very long vacatio legis, shield mechanisms for seniors with low incomes and a reduction in other taxes are key conditions for the introduction of a cadastral tax. With a comprehensive reform that increases security for both parties to the rental relationship, empty apartments will go on the market and increase housing availability.”<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t
